We are seeking for a suitable qualified hard working and committed candidate to join our team in the role of Monitoring, Evaluation and Learning Officer to be based in Yumbe District.
The Monitoring Evaluation and Learning Officer will play a critical role in ensuring effective project monitoring, data management, reporting, documentation, communication, and project implementation and coordination within the Kulea Watoto Project. Key responsibilities include developing and reviewing monitoring tools, training project implementers on data capture, conducting routine monitoring visits, overseeing data management processes, compiling project reports, supporting project learning and evaluation activities, and providing valuable insights for improving project performance
Roles and Responsibilities.
The Monitoring Evaluation and Learning Officer shall perform the following duties and responsibilities; –
Specific Tasks and Responsibilities
1. Project monitoring
• Participate in the development and periodic review of project MEAL tools including data collection tools, log frames, M&E plan, Results Framework, Indicator Tracking Table, etc.
• Train and support project implementers like PEs, YF: ECCD teachers, paraprofessional teachers, School management committees etc. to use the monitoring tools to collect routine project data
Train and support field staff to collect, process and submit data project including activities, outputs, outcomes as specified in the project M&E plan into the online
• Conduct routine monitoring visits to the respective project sites to collect and/or supervise project data collection.
Assist in coordinating components of the project to ensure effective implementation of MEL related activities.
2. Data management (Collection, Analysis and Storage)
• Establish and maintain a hard copy filing systems per location. Support project staff to plan and execute project surveys i.e., preparing logistics, concept notes, budgets. participating, and monitoring data collection, data cleaning analysis and report writing.
• Participate in regular data verification and audit exercises to assess the quality of data reported in the database and address any anomalies identified.
3. Reporting, documentation & communication
• Compile and submit routine project update reports to line manager, LABE’s SMT and Kulea Watoto project management team
• Support the MEL Manager, Team Leader and other project staff to compile project reports to project clients, stakeholders, donors, etc.
• Conduct feedback meetings with project personnel, beneficiaries and other stakeholders.
• Submit the gathered feedback into the database following the designated client response and feedback channels.
• Support the Identification, documentation and sharing of project impact stories into case studies to capture qualitative outputs of projects.
4. Evaluation, research and learning
• Support the planning and coordination of project evaluations (baseline, midterm, end line & impact) and research across all projects.
• Support the project staff to frequently use project data to improve project implementation.
• Support in establishing a feedback-response mechanism for project decision making. ✓ Support the dissemination of project evaluation, research and learning findings in project districts.
5. PROJECT IMPLEMENTATION AND CORDINATION
• Respond to data requests made by all project staff to inform decision making, project review meetings and donor reporting.
• Provide advice to the supervisor on improving project performance using M&E findings. ✓ Execute any duties as requested from time to time by the supervisor(s)
Qualifications and Skills Required
1. Bachelor’s Degree in Quantitative Economics, Monitoring and Evaluation, Statistics, Economics or related field
2. Qualification in Post Graduate Diploma is an added advantage
3. Minimum of 4 years’ experience of MEL function in donor funded programs and project similar to that of LABE.
4. High level understanding of up-to-date best practices in MEL.
5. Knowledge of statistical and data management software e.g. Commcare, Excel, Stata, Kobo, SPSS etc.
6. Skills and experience in writing quality project and activity reports 7. Good knowledge of the local language is an added advantage.
